Nepali Congress Extends Term of Central Working Committee by Two Months

Lalitpur – The Nepali Congress has extended the term of its current party working committee by two months as its mandate is set to expire on Mangsir 23. The decision was made during the central committee meeting held today under the chairmanship of Acting Party President Purna Bahadur Khadka.

According to the party statute, the tenure of office bearers and members elected from the 14th General Convention held in Kathmandu until Mangsir 28, 2078, was valid until Mangsir 23. However, due to recent political developments in the country, it has not been possible to conduct the 15th General Convention on time. Citing the situation as “extraordinary,” the committee extended the tenure of all office bearers and members until the end of Magh, effective from Mangsir 24, as informed by Chief Secretary Krishna Prasad Paudel.

Paudel stated that with the extension, the Congress has also unveiled the schedule for renewing and distributing active memberships for the 15th General Convention. The party will distribute new active membership forms from the center by Mangsir 20 and has decided to hold the 15th General Convention on Poush 26, 27, and 28 in Kathmandu.

The meeting further decided to send active membership forms to ward-level committees through the respective House of Representatives constituency committees by Mangsir 24. The constituency working committees must then approve and submit the list to the district committees by Poush 8.

District committees must send the finalized forms and lists to the central committee by Poush 11. The central office will then submit the final list of certified active memberships, approved by the central president or acting president, to the central election committee by Poush 14.

Paudel noted that the central committee has decided to provide membership to all eligible individuals as per Article 4 (1) and (3) of the Nepali Congress Statute 2017 (with amendments) without excluding any qualified applicants.

The committee also decided to distribute 100% of the active membership forms based on the number of active members from the 14th General Convention, with additional forms provided as per need depending on ward population, voter count, and active membership ratio.

The party emphasized ensuring proportional and inclusive representation in membership distribution, considering women, indigenous nationalities, Dalits, Madhesis, Khas Arya, Tharu, Muslim, minority groups, and individuals with disabilities. Priority will also be given to youth aged 18–30 and professionals, intellectuals, and social workers active in various fields.

Additionally, individuals involved in political campaigns, training, workshops, and social development activities of the party will also be granted active membership. The party will ensure membership to those who enter Nepali Congress from other nationally recognized political parties.

Membership renewals will be completed by Mangsir 25, except for those who have died, resigned, been expelled by the discipline committee, or formally requested not to renew their membership.

The party has also published a detailed schedule of upcoming conventions:

  • Poush 15: Completion of People’s Contact Committee conventions

  • Poush 16: Village/Municipal Ward Conventions

  • Poush 17: Village/Municipality Conventions

  • Poush 19: Provincial Assembly Constituency Conventions

  • Poush 21: House of Representatives Constituency Conventions (single-constituency districts)

  • Poush 22: District Conventions (multi-constituency districts)

  • Poush 23–24: Provincial Conventions

  • Poush 26–28: Central General Convention in Kathmandu

The committee also assigned responsibility for forming the draft statute amendment committee, the central active membership investigation committee, and completing the central election committee.

Furthermore, the party decided to send directives to its bodies for recommending candidates for the upcoming National Assembly elections on Magh 11 and for House of Representatives (both FPTP and proportional representation) candidates as per the party statute.

The Nepali Congress will also file an application with the Election Commission to participate under the proportional representation system in the House of Representatives election scheduled for Falgun 21.
