Janakpurdham – The National Unity Campaign has expressed serious concern over the Madhesh Province Government’s decision to grant in-principle approval to a bill proposing the formation of a Madrasa Education Board. The bill is set to be registered in the Provincial Assembly soon.
The campaign described the move by Chief Minister Saroj Yadav’s Cabinet as a “sensitive matter,” questioning its potential implications for security, social harmony, and the rule of law.
According to a statement issued by Manish Purve, the Madhesh Province In-charge of the campaign, the government advanced the bill hastily—without adequate security assessment, public consultation, or study of potential risks.
The campaign highlighted existing problems within religious and educational institutions, such as irregular activities, a lack of transparency in registration processes, and weak oversight in human resource management. It warned that insufficient regulation in such structures could pose long-term risks to internal security, border management, and demographic stability.
Key Demands of the National Unity Campaign
The campaign has put forward four major demands to the provincial government:
1. Comprehensive Study and Public Clarification
An immediate, evidence-based study, investigation, and public clarification regarding the bill and all related government decisions.
2. Strict Regulation
Stronger oversight on the registration, financial transparency, and human resource management of madrasas, mosques, and other religious or educational institutions.
3. Legal Action
Impartial legal action against illegal entry, undocumented residency, or any activities violating existing laws.
4. Strengthening Security Mechanisms
Enhancing border and internal security systems through better coordination between provincial and federal agencies.
Emphasis on Sovereignty, Stability, and Responsibility
The campaign stressed that all state bodies must act with foresight, transparency, and responsibility when dealing with matters related to national sovereignty, internal security, and stability.
It also urged citizens to take part in peaceful, constitutional, and fact-based discussions and awareness efforts regarding the issue.
